UPDATED: Former Inmate Files Suit Against Sangamon County Jail

A man who once spent time in the Sangamon County Jail is now claiming he
was pepper sprayed and tased by officers while suffering an epileptic
seizure.

In a federal lawsuit filed this week, Richard Haley Jr.
claims staff at the jail knew of his condition shortly after he started
his sentence in February of last year. He says he had several seizures,
and corrections officers gave him medical attention. But on March 20,
Haley says he had a seizure that left him unconscious.

The suit
claims officers threatened to pepper spray him if he didn't come out of
his cell. He says officers then used the spray and tased him while he
was still unconscious.

"That's a pending lawsuit just received by
the county, so I am not going to comment at this time," Sangamon County
State's Attorney John Milhiser told us.

The suit goes on to
claim Haley was left handcuffed to a wheelchair, and was denied medical
treatment. Haley is asking for damages of $250,000 to cover medical and
