House Continues Concealed Carry Discussion

The clock is ticking: less than 90 days to be in compliance with a federal court order mandating the state write a concealed carry law. Today, the Illinois House is debating the matter.


Lawmakers aren't voting on a comprehensive proposal. Instead, they're voting on individual components to put together the law piece by piece. For the last three weeks, lawmakers have been bringing ideas to the floor.


Today, the House approved an amendment to ban people from carrying concealed handguns in restaurants that serve alcohol.


Lawmakers voted against requiring a $1 million liability insurance policy for owners. A second proposal that failed would have directed anyone transferring a gun to record the change with Illinois State Police.


The sponsor, Rep. Christian Mitchell (D - Chicago), explained why he's bringing it forward.


"To make sure we crack down on the straw purchases that are flooding the streets of my district and other districts with illegal guns," Mitchell said.


"We continue this same sham of a process," Rep. Dennis Roboletti (D - Addision) said in opposition. "Nobody knows how many amendments have been adopted. Nobody even seems to care."


Republicans continue to criticize House Speaker Michael Madigan for taking what they call a "piecemeal approach." In the past few weeks, the House has approved a number of components, including requiring owners to register their handguns every five years. Another component gives Illinois State Police the authority to take away FOID cards in certain circumstances, including when an owner doesn't report a gun lost or stolen.


Lawmakers also approved amendments to bar people from carrying concealed handguns in schools, state and local government buildings, police departments, hospitals, casinos, and stadiums.


None of today's votes are final. Lawmakers will still need to vote on an overall outline with all of the components.


The deadline to pass a concealed carry law is June 9.
