Separate Concealed Carry Bills In House, SenateState lawmakers are under the gun to write and pass a concealed carry law before June. We're learning different outlines for the law are in the works in the House and Senate. It's a polarizing issue, divided along not party lines, but regional lines. Earlier this week, the House approved a few components of a concealed carry law. One would require owners to register their handguns with the state every five years. Another bars concealed carry in restaurants that serve alcohol, schools, casinos, and stadiums. In the other chamber, Sen. Kwame Raoul (D - Chicago) is negotiating a separate outline for the law. He's meeting with fellow legislators from different parts of the state to find out what to include. "In the city of Chicago, you have very high crime rates and high density, so the interests in the city of Chicago differ from a rural area," Raoul said. "Whereas in rural areas, there's concern of being miles and miles away from the closest law enforcement officer." It's not clear when either chamber will take final action on the proposals, but we are learning more about how much concealed carry will cost the state to implement. The estimate is close to $26 million. Illinois State Police officials estimate they will recieve 400,000 applications for a concealed carry license in the first year, and 80,000 every year after. Based on those numbers, the agency says it will cost about $1.5 million to beef up the unit that issues IDs for gun owners, and $10 million to improve the statewide database that holds the records.
