Rutherford proposes five-year plan for JDC

Illinois State Treasurer Dan Rutherford has a plan for the Jacksonville Developmental Center that differs greatly from Gov. Quinn’s proposal to close the facility this year. He says the center should be closed over the next five years to allow the clients and their families to find adequate care. Story by Newschannel 20.
